As a Commercial Manager in the utility industry, you will play a vital role in overseeing and optimizing the commercial operations of the organization.  You will be responsible for managing utility bill reconciliation, ensuring timely follow-ups, and driving cost-effective strategies. Your primary focus will be on optimizing financial performance and ensuring efficient utilization of resources. This role requires strong analytical, organizational, and communication skills to effectively collaborate with internal and external stakeholders.

Billing

  • Ensuring meter timely and accurate meter reading.
  • Ensuring accurate bill generation including delayed payments and penalties
  • Ensuring Bills are intimated/communicated thru protocol.
  • Ensuring payment is made as per billing.
  • Clarify any enquiry on billing.

 Key Accounts Management

  • Assess demand of customer current and future.
  • Monitor demand and supply gap.
  • Monitor supply vs contract.
  • Provide update to team on projected demand

 Utility Bill Reconciliation

  • Oversea the accurate and timely collection & reconciliation of utility bills.
  • Verify the accuracy of billing data, identifying discrepancies, and resolving any billing errors or disputes.
  • Coordinate with utility service providers and vendors to ensure prompt and accurate billing information.

 Revenue Assurance

  • Identify Revenue Leakages.
  • Devise strategies for maximization of revenue.
  • Data Integrity

Follow-Up and Payment Management

  • Ensure prompt processing of utility bills and payments..
  • Monitor outstanding bills and actively follow up with relevant departments or personnel to expedite payment.
  • Collaborate with Finance and Accounts payable teams to streamline payment processes.

Budget Management

  • Assist in the preparation & monitoring of utility budgets, including forecasting future expenses based on historical data and industry trends.
  • Work closely with the finance team to align budgetary requirements with overall organizational goals.

Cost Optimization

  • Identify opportunities for cost savings and efficiency improvements in utility consumption and expenses.
  • Implement strategies to optimize utility consumption and negotiate favourable rates with utility service provides.

Compliance & Regulations

  • Stay updated with industry regulation, tariff changes, and compliance requirements related to utility billing and usage.
  • Ensure the organization complies with all relevant regulations and manages any regulatory reporting related to utility operations.

Stakeholder Management

  • Collaborate with internal teams, such as operations, facilities and finance, to understand utility consumption patterns and drive informed decision-making.
  • Communicate with utility service providers and vendors to negotiate contracts, resolve issues, and maintain positive relationship.

Reporting and Analysis

  • Generate regular reports and analysis related to utility expenses, consumption patterns and performance metrics.
  • Use data insights to make informed recommendations for process improvements and cost-saving initiatives.

Qualifications and Requirements

  • Bachelor’s degree in Engineering along with Business Administration, Finance or Operations.
  • Proven experience in the utility industry, preferably in a managerial or similar role OR

Proven experience in FMCG, Institutional Marketing on market analysis

  • Strong financial acumen and analytical skills with the ability to interpret data and draw actionable insights.
  • Excellent communication and negotiation skills to engage with stakeholders and external vendors.
  • Familiarity with utility billing systems and utility regulations.
  • Proficiency in using relevant software, Billing Software, tariff Mechanism, including MS Office and data analysis tools & SAP.
  • Demonstrated ability to manage multiple tasks, prioritize workloads, and meet deadlines.
  • Strong problem-solving skills and a proactive approach to resolving issues

Work Experience:

Minimum 10 years of work in Utility Power, telecom or Utility services.

Experience of large client management.

    • Must be having 5 Years of experience as a Project Manager Post with leading Company in water Infrastructure.
    • Proven track record of successful completion of projects from excavation to finishing as a Project Manager by developing positive rapport with architects, engineers, vendors & clients and controlling costs; flair for adopting modern construction methodologies / techniques in compliance with high quality & safety standards.

    SPECIFIC JOB DECSRIPTIONS

    PROJECT PLANNING MANAGEMENT

    1. Reviews project proposal or plan to determine time frame, funding limitations, procedures for accomplishing project, staffing requirements, and allotment of available resources to various phases of project.
    2. Establishes work plan and staffing for each phase of project and arranges for recruitment or assignment of project personnel.
    3. Provides guidance to Site Constriction Manager and on-site construction crews, reviews and administers contracts of subcontractors, communicates with inspectors and architects, meets with on site construction managers /site incharge and coordinates the delivery of materials from vendors.
    4. Confers with project staff to outline work plan and assign duties, responsibilities, and scope of authority.
    5. Directs and coordinates activities of project personnel to ensure project progresses on schedule and within prescribed budget.
    6. Review’s status reports prepared by project personnel and modifies schedules or plans as required. Prepares project reports for management, client, or others. Confers with project personnel to provide technical advice and to resolve problems. Provides reviews on construction drawings and leads the consultation with Government Clients for drawing approvals or modification drawings if needed.
    7. Profit & loss (P&L) responsibility: responsible for effective planning, delegating, coordinating, staffing, organizing, and decision making to attain desirable profit-making results for the company
    8. Generates reports that focus on project progress, job status, and costs.
    9. Act as an internal quality control check for the project
    10. Manage ongoing quality control and participate in quality issue resolution

    4. Obtaining permits and licenses from appropriate authorities.
    5. Review and approve vendor payment certificates before it forwarding to the Account department for final review and release of payment

    SUPERVISORY RESPONSBILITIES

    1. Directly and indirectly supervises employees in assigned project or projects
    2. Carries out supervisory and project management responsibilities in accordance with the organization’s policies, industry best practices, and as established by any applicable laws.
    3. Responsibilities include interviewing, hiring, and training employees or vendors; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

    HEALTH & SAFETY RESPONSIBILITIES

    1. Implements company and client health, safety, environment and quality (HSEQ) policy &procedures
    2. Ensures that cleanliness of project premises and equipment are maintained
    3. Ensures that Client, company and statutory food & hygiene standards are maintained on site
    4. Ensures that the team operates in a safe and efficient manner
    5. Ensures manual handling, PPE and chemical protocols are followed
    6. Ensures uniforms are clean and personal hygiene requirements are maintained by the team
    7. Investigates and assesses hazards, risks and incidents implementing the necessary procedures and policy

    OPERATION MANAGEMENT

    1. Responsible for ensuring that contractual obligations held by the company are met on time and on budget

    STOCK CONTROLLING & MONITORING

    1. Ensures that the various sections are adequately stocked
    2. Ensures purchase orders are issued, and invoices checked against goods received addressing any discrepancy to the relevant parties
    3. Ensures that regular stock takes are conducted and inventoried against established, specific, requirements

    FINANCE MANAGEMENT

    1. Responsible and accountable that the financial performance of the project is within budget
    2. Responsible for meeting or exceeding budgetary and agreed performance targets
    3. Develops improvement actions, carries out costs savings;
    4. Guards / controls costs and expenditure
    5. Prepares a monthly project progress report
    6. Resource allocation and Budget Management: responsible for the financial planning and monitoring of the Tender after Pre-Qualification and Contract Award. This should be done with forecasting and managing the scope of each project meticulously.

    CLIENT MANAGEMENT

    • Experience in nurturing a client – contractor relationship throughout the course of a project, gaining their trust and confidence such that a long-term, multi-project relationship is established. Co-ordination with client within the contract for claims and realization of bills.

    • To attend the complaint of customer and ensure the services on time without any production/financial loses

          3. Responsibility of monitoring supply of water from booster pumps to all the customers.

          4. Responsible for Achieving NRW less than 10% with in next 3 months.
